Cloud-Based Human Resource System is the software that store information on the cloud which could be accessed by human resource department via the internet. The Cloud-Based Human Resource System provides a modern systematic system that helps to administer the personal information, work flowchart, benefits administration and payroll. However, the extent of cloud-based human resource system being used in Malaysian organization in unknown. The future use of the system is also not well known although its uses have been widespread in the developing country such as USA, UK, and Republic of Korea. Therefore, the aim of the research is to explore driver and cloud-based human resource system. The research used foresight tools such as STEEPV to identify the drivers. Once the drivers have been identified; the questionnaire was prepared to be distributed to 43 Multi-national Companies at Klang Valley Kuala Lumpur, Malaysia. Purposive sampling was being employed in this study to identify the prospective multinational company. For the result of impact uncertainty analysis, it shows the 67.4% of the company that currently use Cloud-Based Human Resource System and 32.6% of the company no use Cloud-Based Human Resource System. Other than that, the drivers that take from impact uncertainty analysis was compatibility with current system 4.23% protect the private information of an individual. This driver was developed and building in 4 scenarios which included insecurity system, technology performance, maintain current technology and culturally differences.
